Sir,
With reference to your letter of the 30th ultimo, and subsequent interview with His Excellency the Officer Administering the Government, I am directed to transmit to you the enclosed copy of the two Proclamations regarding the Neutrality of this Colony during the present war, issued by His Excellency the Officer Administering the Government on the 12th and 15th February last. I am to point out that its terms have been in no way contravened, and that you are mistaken in thinking that this Government is bound to prevent the inhabitants of this Colony from selling contraband of war to either belligerent.
